DETAILS:

On January 24, 1993, Gaspar E. LOYA, III, committed the offense of Indecency with a Child by Contact against an 8-year-old female victim. He was convicted of the crime in 1996 and subsequently received an 8-year sentence in TDCJ prison. In January 1999, LOYA was released on parole and registered as a sex offender. In 2000, he failed to re-register as required by law and a warrant was issued by DPS for his arrest for Failure to Comply with Sex Offender Registration. The Texas Board of Pardons and Paroles also issued a Parole Violation warrant for his arrest. On July 1, 2000, LOYA was arrested in Colorado under an alias name. He was charged with DUI, Forgery, Reckless Endangerment, Vehicle Theft, Obstruct Police, Resisting an Officer, and Assault. LOYA was placed in the Eagle County Jail but escaped from the outdoor recreational area on August 22, 2000, along with two other prisoners. Officials in Colorado subsequently issued an arrest warrant for Escape. In 2001, the FBI issued a warrant for his arrest for Escape to Avoid Confinement.
