William COOPER, a Texas 10 Most Wanted Fugitive, was captured on January 31, 2023 in Sandston, Virginia. Working off investigative information, members of the U.S. Marshals Gulf Coast Violent Offenders Fugitive Task Force, including DPS Special Agents, and the U.S. Marshals Shreveport Violent Offender Task Force coordinated efforts with members of the U.S. Marshals Capital Area Regional Fugitive Task Force to locate and arrest COOPER. The Houston Police Department assisted in the multi-agency fugitive investigation. On January 5, 2023, COOPER allegedly shot a man at a convenience store after a verbal argument and chased him out of the store. The victim later succumbed to his injuries at a hospital. The following day, the Harris County Sheriff’s Office issued warrants for COOPER's arrest for Murder and Aggravated Assault with a Deadly Weapon.
