Richard WALKER, a Texas 10 Most Wanted Sex Offender, was arrested on February 27, 2022, by the Lubbock Police Department. In 1987, WALKER was convicted of Burglary of a Habitation and received a 20-year sentence in TDCJ. In 1998, he was sentenced to nine years’ confinement after he was convicted of Indecency with a Child by Exposure. The victim was a 16-year-old girl. In 2009, he was convicted of Possession of a Controlled Substance and sentenced to another nine years’ confinement. He was also convicted of two counts of Indecent Exposure after incidents involving two women, ages 19 and 22. In February 2021, WALKER was convicted of Failure to Comply with Sex Offender Registration Requirements and received two years' probation. WALKER had been wanted since October 8, 2021, after the Lubbock County Sheriff’s Office issued a warrant for his arrest for Failure to Register as a Sex Offender with Previous Conviction. In addition, on November 9, 2021, the El Paso County Sheriff’s Office issued a warrant for his arrest for Probation Violation. The arrest was not the result of tip information received through Texas Crime Stoppers, so no reward will be paid.
