Operations, Service & Delivery
The Operations, Solutions, & Delivery (OSD) service area manages IT and Data infrastructure and includes the statewide interoperability coordinator functions. OSD ensures enterprise programs, applications, and services enable IT modernization to meet Agency needs. Key teams include the Innovation Office, which facilitates collaboration across the public safety spectrum; Transformation, which is focused on program management and process improvement; and the Enterprise Data Office, which ensures data governance and records management. Field Support, Network Services, and Platform Services deliver statewide enterprise solution support, while Data Center Services house and manage critical systems. Other critical operations include database support, service desk, web services and quality assurance, and workstation support teams.

Plans & Controls
The Plans & Controls service area handles IT strategic planning, governance, budget management, vendor performance, and legislative reporting. It oversees IT policies, enterprise architecture, and ensures solutions align with agency goals. The team manages the IT budget, resource allocation, technology refresh for 200+ systems, service management, and disaster recovery planning. They coordinate with the Department of Information Resources to meet state requirements, manage IT incidents, and facilitate technology continuity. Additionally, they ensure compliance with IT contracts and vendor management, while driving continuous improvement in service delivery and performance.
