Graduated Driver License (GDL) and Hardship License

The Graduated Driver License (GDL) program had two phases designed to provide young drivers with a safe and structured learning environment before granting full driving privileges.

Phase I: Learner License

  • Applicants under 18 must hold a valid leaners license or minor restricted driver license (MRDL) for at least six months to be eligible fora provisional license.
  • Learner License holders must be supervised by a licensed adult when operating a motor vehicle.
  • Out-of-state transfers are required to obtain a Texas learner license and complete the six-month holding period, regardless of prior licensure or wait until 18 to obtain a driver license without the six-moth holding period.
  • License suspensions or revocations during this phase will extend the holding period by the suspension or revocation duration.

Phase II: Provisional License

  • Eligibility for a provisional license requires:
    • Holding a valid learner license or MRDL for at least six months.
    • Reaching the age of 16.
    • Completing a state-approved driver education course (classroom and behind-the-wheel)
    • Completing the Impact Texas Teen Driver (ITTD) program
  • Provisional license holders under 18 years are subject to the following restrictions:
    • No more than one passenger under 21 (unless family) is permitted in the vehicle.
    • Driving is prohibited between midnight and 5:00 am except for work, school, or emergencies.
    • Use of any wireless communication devices while driving is strictly forbidden (including hands-free)

 

Additional Considerations

  • The GDL program does not apply to motorcycle licenses.
  • Out-of-state transfers may have different requirements during the application process.

By adhering to the GGL program's structure and practicing safe driving habits, young drivers in Texas can progressively gain experience and ultimately obtain a full driver license.

Hardship License

A minor's restricted driver license (MRDL), also known as a hardship license, may be issued under certain instances where it has been established that there is a necessity to drive and the applicant is under 16 years of age. A hardship license applicant must complete all of the regular licensing requirements listed above, with the exception of holding a learner license for a minimum of six months, and must be at least 15 years of age. A hardship license expires on the applicant's next birthday.
