The Texas Department of Public Safety (TXDPS) Use of Force Program aims to collect and provide state-wide statistics on law enforcement use-of-force incidents. The collection and reporting of use-of-force will include the following entry criteria for any use-of-force incident (including both firearm and non-firearm-related applied force methods) in connection with Law Enforcement Officers (LEO) as per the FBI's Use of Force Guidelines.
- Death connected to use of force by LEO(s)
- Serious Bodily Injury (SBI) in connection to use of force by LEO(s)
- Firearm discharged by LEO(s) at or in the direction of a person without serious bodily injury or death

National UoF Program-TXDPS UoF Portal
TXDPS has launched the state-level Texas Use of Force web portal for direct submissions. Texas local agencies will now log into this state portal to submit their National Use of Force data, and TXDPS will forward it to the federal level.
To avoid data duplication, agencies will no longer manually enter through the FBI's LEEP-National Use of Force portal. Current participating agencies will have “read-only” access to their data (federal level) via the LEEP-National Use of Force Data Collection portal. Agencies will acquire a Texas UOF entry account to complete their monthly submissions.
What is read-only access?
In a 'Read Only' role, a user can only view data from their agency. A user cannot enter or submit data in the LEEP-National Use of Force portal as their agency's data is submitted to the state.
