Kenneth Wayne DOVE, Jr., a Texas 10 Most Wanted Sex Offender, was captured on February 2, 2024, in El Paso, Texas. Working off investigative information, members of the U.S. Marshals Lone Star Fugitive Task Force, including DPS Special Agents, located and arrested DOVE. The El Paso Police Department (EPPD) Sex Offender Registry Team assisted in the multi-agency fugitive investigation.In 2009, DOVE was convicted of three counts of Delivery of Marijuana and subsequently sentenced to six months’ confinement for each offense, served concurrently. In 2016, he was convicted of two counts of Indecency with a Child by Sexual Contact following two incidents with a five-year-old boy. He was subsequently sentenced to five years’ confinement in TDCJ for each offense, served concurrently.DOVE had been wanted since November 2022, after EPPD issued multiple warrants for his arrest for Failure to Comply with Sex Offender Registration Requirements. Since January 2023, additional warrants for his arrest for Failure to Comply with Sex Offender Registration Requirements and Evading Arrest/Detention were issued out of El Paso County.DOVE’s arrest was not from tip information received through Texas Crime Stoppers, so no reward will be paid.
